Our Annual Report 2025

The year 2025 marked a significant period of
progress for Dominica Electricity Services
Limited (DOMLEC) as the Company continued
to strengthen its generation capacity, enhance
grid reliability, and advance critical infrastructure
necessary to support the future of Dominica’s
energy sector. Through strong collaboration
with the Government of the Commonwealth of
Dominica (GoCD), and other key stakeholders, the
Company achieved several important milestones
that contributed to improved operational stability
and service delivery.

Two of the most notable accomplishments
during the year was the commissioning in May
2025 of 4.8 MW of leased generation capacity
and a 6 MW / 6 MWh Battery Energy Storage
System (BESS). The 4.8 MW generation units,
which were supplied by the Government of the
Commonwealth of Dominica, provided muchneeded
additional capacity to the national grid
at a critical time. The BESS, which was obtained
by the Government of Dominica through a
grant from the Government of the United Arab
Emirates with partial financing from the GoCD,
represents a major step forward in strengthening
grid stability, supporting the integration of
renewable energy resources into the electricity
system and displacing diesel consumption.
